British Council Rwanda was commissioned to carry out a nationally representative baseline study on the English language proficiency of teachers in Rwanda. The goal being that this would give the Government of Rwanda and development partners a benchmark from which to measure progress. 

This Baseline Assessment was managed and delivered by the British Council on behalf of the Government of Rwanda and the UK’s Department for International Development (DfID). In order to carry out the research the British Council worked in partnership with The International Education Exchange (IEE) and VSO. 

The English language proficiency data has enabled the Government of Rwanda and development partners to design more targeted programmes to support the English of teachers in Rwanda.
